Colorado Division of Homeland Security And Emergency Management Regional Field Manager David Osborn stands with Alamosa County Emergency Manager Francis Song holding his Rookie of the Year award at the Alamosa County Commissioners meeting on Wednesday.

The award was given to Song at Colorado's annual emergency management conference held from Feb. 28 to March 2. "There's quite a bit of transition in emergency management right now and there are lots of changes in this field, so Francis receiving this award is a big deal," said Osborn. Song thanked the commissioners and said, "I hope you can see this as some small dividend for your investment in me and for taking faith in me that I would be a good emergency manager."
